Expands the definition of "project" for county water augmentation authorities to include water acquisition, conservation, storage facilities, canals, pipelines, pumping stations, treatment plants, and loans of bond proceeds to operating units

Grants county water augmentation authorities explicit power to issue revenue bonds in amounts determined necessary to acquire or construct water projects, with bonds secured by liens on authority funds and pledged revenues

Streamlines the bond hearing process by removing requirements to demonstrate other financing methods are impractical and eliminating provisions for prior bidders to participate in hearings

Requires operating units benefiting from bond-financed projects to collect proportional revenue from end users to cover reserves, operation costs, maintenance, depreciation, and bond principal and interest payments

Authorizes authorities to borrow from or receive financial assistance from the Water Infrastructure Finance Authority of Arizona for wastewater treatment, drinking water facilities, and nonpoint source projects
