Mandates reporting on the number of active index wells per groundwater basin, their average distance apart, and geographic density per section of land

Requires assessment of estimated years of groundwater remaining at current usage rates, calculated based on available groundwater to 1,200 feet depth

Adds tracking requirements for active and passive stormwater and groundwater recharge projects, including total number of projects and volume of water recharged over the five-year assessment period measured in acre-feet

Removes the initial December 1, 2023 deadline language while maintaining the annual December 1 reporting requirement and five-year assessment cycle for all 51 groundwater basins and initial active management areas
