Allows any member of a public school or educational institution's governing body to request and provide an invocation (prayer) at the start of a meeting, with at least 48 hours notice to the presiding officer

Applies to school district governing boards, charter school governing bodies, career technical education district boards, Arizona state schools for the deaf and blind, community college district boards, and the Arizona Board of Regents

Excludes school district and charter school governing boards that have student members from the invocation provision

Prohibits invocations that proselytize or advance one faith over another, disparage any faith or belief, or coerce participation by observers

Legislature declares these governing bodies are "quasi-legislative, deliberative public bodies" responsible for policy, property management, and appropriations decisions
