Requires the first $32,000 collected in the fund to reimburse the person who paid the initial implementation fee, with no more than 10% of annual deposits used for fund administration

Directs fund monies to a 501(c)(3) organization founded in 2012 that educates on traditional values including patriotism and fiscal responsibility, operates grassroots networks on high school and college campuses, and assists college students with voter registration

Amends multiple sections of Arizona Revised Statutes to incorporate the new special plate into existing vehicle registration and highway fund provisions
