Requires the Residential Utility Consumer Office director to intervene in public service corporation rate cases when the proposed rate increase impact on residential customers is 100% or more

Authorizes the director to research utility consumer interests, prepare briefs and arguments, and intervene before the Corporation Commission in rate-making proceedings

Prohibits the director from participating in proceedings involving member-owned nonprofit cooperative corporations

Allows the office to hire employees, contract for special services, and employ attorneys to represent residential utility consumer interests

Requires the office to record all residential consumer contacts regarding service quality and refer consumers to the Corporation Commission utilities division consumer services section
