Creates 22 new special license plate categories in Arizona, including plates for skin cancer prevention, diabetes awareness, small business advocacy, Grand Canyon preservation, adaptive sports, blood and biologics, astronomy centers, and law enforcement support organizations.

Requires a $32,000 implementation fee to be paid by December 31, 2026 for each new special plate category, with the sponsoring organization designing the plate subject to department approval.

Establishes a $25 fee structure for special plates consisting of $8 for administration (deposited in the state highway fund) and $17 as an annual donation to the designated charitable organization.

Each special plate fund must reimburse the initial $32,000 implementation fee to the sponsoring entity, with no more than 10% of annual deposits used for fund administration costs.

Allocates fund monies to qualifying 501(c)(3) or 501(c)(6) organizations that meet specific criteria related to each plate's cause, such as providing education, support services, or advocacy in their respective areas.
