Prohibits HOA and condominium boards from taking action without a meeting (bypassing section 10-3821 of nonprofit corporation law) after the period of declarant control ends, requiring all board decisions to occur at properly noticed meetings.

Requires all meetings of HOA/condominium associations and their boards to be held in Arizona and be open to members, with members allowed to speak after agenda items are discussed but before votes are taken.

Mandates at least 48 hours advance notice for board meetings, with agendas provided to members, except in emergencies where only emergency matters may be addressed.

Permits closed meeting portions only for specific reasons: legal advice, pending litigation, personal/health/financial information about individuals, employee matters, or member appeals of violations.

Requires boards that record meetings to retain unedited recordings for at least six months and make them available to members upon request.
