Amends Arizona's misconduct involving weapons statute (Section 13-3102) to expand the weapons trafficking offense from requiring "financial gain" to simply trafficking a weapon or explosive to assist criminal street gangs, criminal syndicates, or racketeering enterprises.

Creates a mandatory minimum sentence provision for weapons trafficking convictions involving three or more weapons or explosives, making offenders ineligible for suspension of sentence, probation, pardon, or early release until the full sentence is served.

The only exception to the mandatory minimum is release specifically authorized under Arizona Revised Statutes section 31-233, subsections A or B.

Weapons trafficking to benefit criminal organizations remains classified as a class 3 felony under existing sentencing provisions.
