Prohibits software used for Arizona critical infrastructure from being produced by Chinese companies, defined as entities domiciled, headquartered, or controlled by the People's Republic of China, the Chinese Communist Party, or Chinese military.

Requires the Corporation Commission to publish an annual list of prohibited equipment by December 31, 2026, including Wi-Fi routers, modems, camera-based detection systems, battery technology, smart meters, solar inverters, and cellular IoT modules from Chinese companies.

Mandates governmental entities and critical infrastructure service providers to certify annually by March 31 that no prohibited equipment has been added, with first certification due March 31, 2027.

Covers critical infrastructure including gas/oil systems, water supply, electrical power, telecommunications, transportation, personal data storage/cybersecurity, and emergency services owned or operated by the state, political subdivisions, or publicly regulated utilities.

Requires the Department of Emergency and Military Affairs to establish a secure communications channel connecting critical infrastructure providers and military installations with state emergency officials.
