Establishes a School Safety Center within the Arizona Department of Education to administer the school safety program, which funds school resource officers, counselors, social workers, safety technology, and infrastructure improvements on campuses.

Allows the School Safety Center to use up to $6.5 million per year from school safety program appropriations for administrative costs.

Creates a 17-member School Safety Center Council composed of representatives from law enforcement, emergency management, school administrators, and other stakeholders to support the center's work.

Assigns the School Safety Center duties including developing best practices, providing statewide training for school safety personnel, conducting risk assessments, adopting threat vulnerability guidelines, and offering technical assistance to schools and law enforcement agencies.

Requires school districts and charter schools receiving school safety program funds to develop emergency response plans and contract with approved providers for school safety assessments every five years.
