Expands authority to grant fuel formulation waivers during supply shortages to include both the President of the Senate and Speaker of the House of Representatives, in addition to the existing associate director.

Applies to registered fuel suppliers and oxygenate blenders in Area A (counties with 1.2+ million population) and Area C who petition for alternative fuel standards when ethanol shortages are imminent.

Requires waiver petitions to be granted or denied in writing within seven days of receipt, with any granted waiver applying equally to all registered suppliers and oxygenate blenders.

Limits initial waiver periods to 60 days maximum, with reauthorizations not exceeding 30 days if shortage conditions continue.

Maintains requirement that the associate director consult with the Director of Environmental Quality before granting, reauthorizing, or denying any fuel formulation waiver petition.
