AZ HB2146

Prohibits municipalities in initial active management areas from requiring installation of plants not on the state's low water use and drought tolerant plant list.

Requires the Arizona Department of Water Resources to exclude all mesquite species from the low water use and drought tolerant plant list.

Maintains exceptions for functional turf requirements in public recreational areas, playgrounds, sports fields, cemeteries, schoolyards, and stormwater management.

Amends Arizona Revised Statutes section 45-563.03 relating to groundwater management.
