Expands the prohibition on state and local government contracts and grants to include entities that perform any abortions, not just "nonfederally qualified" abortions as under current law.

Prohibits public funding to facilities that maintain or operate locations where abortions are performed, removing the previous limitation that applied only to family planning services.

Adds a new restriction barring public contracts with entities that provide referrals for or facilitate access to abortion services through publicly funded family planning programs.

Removes the definition of "nonfederally qualified abortion" from the statute, effectively eliminating the distinction between federally qualified and non-federally qualified abortion procedures for funding purposes.

Maintains existing enforcement mechanisms allowing the attorney general, county attorneys, or affected eligible entities to bring legal action, with recovery of attorney fees and costs for prevailing plaintiffs.
