Requires damages awarded to include reasonable attorney fees and litigation costs, plus a civil penalty of three times the defendant's damages

Allows business defendants to recover lost sales, lost profits, and loss in business value as part of damages

Mandates that any damages and civil penalties be paid from the Attorney General's general operating fund
