Renames "advisory organizations" to "modeling and data organizations" throughout Arizona insurance statutes governing rate-making and insurance regulation.

Authorizes modeling and data organizations to file predictive models with the Department of Insurance for use by insurers in setting rates, with the Director able to request supporting data to verify compliance.

Establishes that models, supporting data, and model outputs filed by modeling and data organizations are confidential and exempt from subpoena and public records requests under Title 39.

Removes advisory organizations from the Director's examination authority while maintaining examination requirements for rating organizations and other insurance groups.

Modifies reinsurance credit rules to require assuming insurers to maintain at least $250,000,000 in capital and surplus and be licensed in specified numbers of states to qualify for exemptions.
