Mandates that air ambulance providers annually report information about flight requests that were declined and the reasons for those denials.

Establishes that reported data will be treated as confidential and proprietary, not subject to public records requests, to protect competitive business information.

Directs the Department of Insurance to compile and publish an annual summary report based on the submitted data while maintaining confidentiality of individual provider information.

Applies to all air ambulance services operating in Arizona, effective from the general effective date following passage.
