Prohibits homeowners' associations in condominiums from requiring overseeding or watering lawns during a drought declaration or drought emergency declaration issued by the governor under section 26-309.

Adds identical lawn watering prohibition for planned community associations, creating new section 33-1821 in Arizona Revised Statutes.

Amends section 33-1242 governing condominium unit owners' association powers to include the drought-related lawn restriction.

Changes existing statute language from "shall" to "may" regarding association enforcement limitations during the information exchange period with unit owners disputing violations.
