Establishes a Language Acquisition Grant Program within the Arizona Department to provide grants to listening and spoken language providers serving deaf or hard of hearing infants and toddlers

Requires the Department to contract with certified Arizona providers to deliver auditory verbal services in natural environments, clinical settings, educational settings, or virtually

Services must be administered or overseen by a certified educator or therapist specializing in listening and spoken language

Mandates early intervention programs refer eligible families to both the Language Acquisition Grant Program providers and the Arizona State Schools for the Deaf and the Blind for visual language education through American Sign Language

Program funding is subject to legislative appropriation, with the Department authorized to adopt rules and procedures for implementation
