Requires park managers and operators of both mobile home parks and recreational vehicle (RV) parks to complete at least 4 hours of educational programs within 6 months of employment, with an additional 4 hours required every 2 years.

Mandates that park managers post proof of completing the educational requirements in a conspicuous location at the park.

Establishes a complaint process where tenants can report non-compliant managers to the Arizona Department of Housing director, who may impose a $500 civil penalty plus $500 per month for continued non-compliance.

Removes the term "compatible" from the mobile home parks definitions section while adding definitions for "director," "educational program," "park manager," and "operator" to the RV parks statute.

Deposits civil penalty surcharges (10% of collected penalties) into the mobile home relocation fund established under section 33-1476.02.
