Prohibits Arizona state government, political subdivisions, and private entities from using automatic dependent surveillance-broadcast (ADS-B) system equipment or data to calculate, generate, or collect fees from aircraft owners or operators

Defines ADS-B as aviation surveillance technology combining aircraft positioning systems, avionics, and ground infrastructure to create surveillance interfaces between aircraft and air traffic control or other aircraft

Adds new section 28-8211 to Arizona Revised Statutes under Title 28 (Transportation), Chapter 25 (Aviation), Article 1
