Requires each school site serving K-3 students to have at least one literacy coach or literacy specialist by July 1, 2027, who must facilitate professional learning, observe teachers, evaluate professional development effectiveness, and provide expert literacy support.

Mandates that school districts and charter schools pay for costs incurred by employed teachers to obtain the required literacy endorsement, excluding master's degree programs and graduate or undergraduate courses.

Requires K-3 reading program improvement plans to incorporate information from literacy coach/specialist evaluations of professional development effectiveness.

Applies the literacy coach/specialist requirement specifically to school districts and charter schools that provide instruction to pupils in kindergarten through grade three.

Removes the specific July 1, 2022 deadline language and updates statutory references to reflect ongoing compliance requirements for dyslexia training.
