Appropriates $4,300,000 from the state general fund in fiscal year 2026-2027 to Navajo County Community College District for capital improvements to the Northeast Arizona Training Center operated by Northland Pioneer Community College.

Funds must be used exclusively for public safety workforce training purposes, including refurbishment of the instructional driving track to meet Arizona Peace Officer Standards and Training Board requirements.

Permitted expenditures include expansion and renovation of classroom space to increase enrollment in public safety and emergency services training programs, as well as infrastructure improvements for law enforcement, firefighting, and emergency services instruction.

Requires the Navajo County Community College District to submit a report by December 31, 2027 to the governor and legislative leadership detailing expenditures, compliance progress, completed improvements, and workforce outcomes.

The appropriation is exempt from standard lapsing provisions under Arizona Revised Statutes section 35-190.
