Establishes a new tuition scholarship program for children and dependents of U.S. armed forces members or veterans with a disability rating of at least 30% from the VA, where the service member is an Arizona resident or was stationed in Arizona when injured.

Creates the dependents of military personnel tuition scholarship fund with a $15,000,000 appropriation from the state general fund in fiscal year 2026-2027.

Scholarships cover in-state tuition and fees minus federal aid, public grants, and other financial assistance, with awards made on a first-come, first-served basis.

Eligibility requires full-time enrollment at an Arizona university or community college, Arizona residency, no felony convictions, and completion of FAFSA; scholarships are limited to four academic years or eight semesters.

Recipients may not exceed 64 credit hours at community colleges or the total credits needed for a baccalaureate degree in their declared course of study.
