Establishes a veteran claims pilot program within the Department of Veterans' Services to evaluate technology systems that digitally review veterans' medical records, identify service-connected conditions, and prepare disability compensation claims for the U.S. Department of Veterans Affairs.

Requires the program to integrate with existing state veteran benefits counselors, county veteran service offices, and tribal veteran programs, with participating offices selected from urban areas, counties, and tribal programs (subject to tribal approval).

Mandates the department establish a control group of accredited personnel not using the technology system and ensure program participants retain access to traditional veteran service organization assistance.

Requires a report to the governor and legislative leadership by July 1, 2027 comparing program results with the control group, including estimated fiscal impact, federal disability compensation increases, and recommendations on program continuation.

Program automatically repeals after June 30, 2027, with an unspecified appropriation from the state general fund for fiscal year 2026-2027 that is exempt from standard lapsing provisions.
