Amends Arizona's Parents' Bill of Rights to add parental rights requiring written consent before school employees facilitate "social transitioning" for a minor child, including using names, pronouns, or titles different from the child's legal name or biological sex.

Establishes minimum damages of $500,000 against governmental entities and $20,000 personal liability against individual employees for each instance of interfering with parental rights or encouraging a child to withhold information from parents.

Prohibits governmental entities from indemnifying employees found liable or using public funds to pay for employee liability, and prohibits maintaining policies that allow employees to facilitate children withholding information from parents.

Requires disclosure within six months of any past instances where state employees facilitated, encouraged, or coerced a child to withhold information from parents, with civil liability for failures to disclose.

Creates a five-year statute of limitations for parents to bring suit after becoming aware that information was withheld, with either parent able to file suit without the other parent's consent.
