Allows insurance companies to request salvage auction dealers to take specified actions for salvage vehicles on their property that are subject to insurance claims, after paying all fees owed to prior storage facilities

Requires salvage auction dealers to notify vehicle owners or lienholders by certified mail when an insurance claim is denied, coverage lapses, or the owner fails to cooperate, giving 30 days to pick up the vehicle

Mandates a second certified mail notice if the vehicle is not retrieved and invoice not paid within 14 days of the first notice

Declares salvage vehicles abandoned if not claimed within 30 days of the first notice, automatically assigning the certificate of title to the salvage auction dealer free and clear of all liens

Requires the Department of Transportation to issue a lien-free title to the salvage auction dealer upon submission of proper documentation and payment of applicable fees
