Eliminates the Arizona Game and Fish Commission's authority to annually determine allocation formulas for county distributions based on factors like boating safety programs, water acreage, and accident data

Requires the state treasurer to distribute funds monthly to eligible counties that had law enforcement and boating safety programs in existence before July 1, 1990
