Transfers the Resource Analysis Division from the State Land Department to the Arizona Geological Survey, which is housed within the University of Arizona in Tucson.

Establishes the Arizona Geographic Information Council within the Arizona Geological Survey, consisting of 35 governor-appointed members representing state, federal, tribal, and local governments, as well as private sector and professional organizations.

Requires the State Geologist to collaborate with the State Land Department and update aggregate resource maps and inventories on request from either the State Mine Inspector or State Land Commissioner.

Transfers all unexpended monies from the Resource Analysis Division Revolving Fund to the Geological Survey Fund and transfers all personnel, equipment, records, contracts, and ongoing matters to the new division.

Adds statutory definitions for geospatial data, geographic information systems, and public agencies to Title 27 governing geological resources.
