Restricts the use of Colorado River water diverted from the main stem for replenishment purposes in active management areas to only two types of facilities: those owned by a multi-county water conservation district established under Title 48, Chapter 22, or permitted groundwater savings facilities located on state or private land.

Amends Arizona Revised Statutes section 45-812.01, which governs groundwater savings facility permits and underground water storage.

Maintains existing permit requirements for groundwater savings facilities, including that facilities must reduce groundwater withdrawals by delivering substitute water on a gallon-for-gallon basis.
