Requires all school district governing boards and charter school governing bodies to adopt policies allowing students to be excused from school attendance for religious purposes, including participation in religious exercises or religious instruction.

Changes the current permissive language ("may permit") to mandatory language ("allows"), requiring schools to have these religious excusal policies rather than making them optional.

Updates terminology throughout the statute from "pupil" to "student" while maintaining existing requirements for school closure authorizations related to illness, weather, student protests, violence threats, and safety emergencies.
