Establishes the Wildfire Prevention Authority within the Arizona Department of Forestry and Fire Management, consisting of 12 members appointed by the governor representing insurance companies, state agencies, counties, cities, towns, fire districts, and the general public.

Allocates $20,000,000 annually from insurance premium taxes to the Wildfire Prevention Authority Fund beginning in fiscal year 2026-2027.

Directs the authority to identify areas at greatest wildfire risk using fire data and publicly available insurance information, including areas experiencing high policy nonrenewals or premium increases.

Authorizes grants to cities, towns, counties, fire districts, and nongovernmental organizations for vegetation management, community hardening projects, brush removal for low-income and elderly residents, infrastructure improvements, and technical assistance for wildfire resilience.

Requires biennial audits of the fund by a certified public accountant, with fund monies exempt from lapsing provisions and designated to supplement rather than replace existing wildfire prevention funding.
