Removes the prohibition on requiring project labor agreements for public works contracts, allowing state agencies and political subdivisions to require contractors to negotiate or become party to such agreements with labor organizations.

Removes the prohibition on requiring apprenticeship program participation as a condition of public works contracts.

Retains the existing prohibition on requiring neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work on public works contracts.

Applies the same changes to certificates of environmental compatibility issued by the power plant and transmission line siting committee, removing restrictions on project labor agreements while keeping neutrality agreement prohibitions.

Preserves protections for private collective bargaining relationships and activities covered under the National Labor Relations Act.
