Prohibits Arizona public universities and community colleges from reducing a student's gift aid when the student receives a private scholarship, unless total aid exceeds actual cost of attendance.

Bars eligible institutions from considering private scholarship awards when calculating a student's financial aid package, effective with the 2027-2028 school year.

Defines "private scholarship award" as financial assistance from private companies, foundations, nonprofits, or charities, excluding awards from university foundations or government entities.

Applies only to in-state students enrolled in associate or baccalaureate degree programs at Arizona Board of Regents universities or community colleges.

May be cited as the "Arizona Ban on Scholarship Displacement Act of 2026."
