Restricts tuition and mandatory fee increases for resident undergraduate students to no more than the annual percentage change in the metropolitan Phoenix consumer price index, but only in fiscal years when the legislature appropriates at least 50% of tuition and mandatory fees for resident students.

Freezes tuition and mandatory fees for undergraduate students during their first four consecutive years of enrollment at Arizona Board of Regents universities.

Amends Arizona Revised Statutes section 15-1626 governing the Arizona Board of Regents' administrative powers over state universities.

Requires the Board of Regents to continue holding public hearings and roll call votes on tuition changes, with at least 10 days public notice before any hearing on proposed increases.
