Establishes state preemption over private towing rates from private property, removing local city, town, and county authority to set different maximum rates.

Requires counties and municipalities without existing towing rate regulations to use Department of Public Safety tow service agreement rates; jurisdictions with existing regulations must update rates to market standards by January 1, 2027.

Mandates specific parking violation signage requirements (9-12 inches wide, 12-18 inches tall) and requires private towing carriers to document violations with date-and-time-stamped digital photography before towing.

Prohibits private towing carriers from paying property owners for towing business and bars property owners from accepting compensation, with violators liable for damages equal to twice the towing and storage fees.

Creates a seven-member Heavy-Duty Truck Towing Study Committee to review practices for vehicles over 26,000 pounds, with a report due by June 30, 2027 and committee repeal after December 31, 2027.
