Appropriates $665,000 from the state highway fund in fiscal year 2026-2027 to the Arizona Department of Transportation for distribution to Apache County for a rural school bus route enhancement and soil stabilization pilot project.

Requires Apache County to demonstrate a commitment of at least $60,000 in matching funds from non-state sources before the appropriation can be spent.

Exempts the appropriation from standard lapsing provisions under section 35-190 of Arizona Revised Statutes, allowing the funds to remain available beyond the typical expiration period.
