Prohibits dental insurers and their holding companies from having any ownership interest in business organizations that offer dental services regulated by the State Board of Dental Examiners.

Defines "dental insurer" by reference to existing statute (section 20-126) and "holding company" as any entity holding 10% or more ownership or voting rights in a dental insurer.

Amends section 32-1213 of Arizona Revised Statutes governing business entity registration requirements for dental practices.

Creates a separation between dental insurance companies and dental practice ownership to prevent vertical integration in the dental services market.
