Allows principals of Arizona public schools to permit representatives from patriotic youth groups to address students during regular school hours in the first quarter of each academic year to discuss educational interests and civic involvement.

Representatives seeking school access must submit a verbal or written request to the principal during the first two weeks of the academic school year, and the principal may provide approval with a specified date and time.

Principals may accept and distribute materials provided by patriotic youth groups directly to students on school property, with authority to review materials for approval and determine distribution methods.

Prohibits public schools from denying equal access, fair opportunity to meet, or discriminating against patriotic youth groups, including based on membership criteria or oaths of allegiance to God and country.

Defines "patriotic youth group" as organizations serving individuals under 21 years old with educational purposes promoting patriotism and civic involvement, specifically those listed in designated chapters of 36 United States Code (such as Boy Scouts, Girl Scouts, and similar federally chartered youth organizations) or their state affiliates.
