Requires sellers and marketers of rooftop residential solar energy devices to be licensed by the Arizona Registrar of Contractors, with biennial licenses obtained through application and fee payment.

Imposes a fiduciary duty on solar energy device sellers and marketers to act according to the buyer's or lessee's instructions and best interests, regardless of how the seller or marketer is compensated.

Expands the Registrar of Contractors' authority to investigate complaints against solar device sellers/marketers, issue cease and desist orders, and impose civil penalties up to $2,500 per violation.

Amends multiple sections of Arizona contractor licensing law to include solar energy device salespersons alongside traditional contractors for regulatory oversight, fees, and disciplinary grounds.

Authorizes the Registrar of Contractors to adopt rules enforcing the new solar device licensing requirements, with provisions taking effect after June 30, 2028.
