Adds a new provision allowing the Power Plant and Transmission Line Siting Committee to evaluate transmission line applications by considering environmental compatibility factors that pertain to any electric generating unit connected to or related to the proposed transmission line

Maintains existing requirements for the committee to consider factors including wildlife impacts, noise levels, scenic and historic sites, total environment, technical practicability, and estimated costs when issuing certificates of environmental compatibility

Preserves special consideration requirements for protecting biologically unique areas and habitats for rare and endangered species

Continues prohibiting the committee from requiring project labor agreements, neutrality agreements, or apprenticeship participation agreements as conditions for project approval
