Adds "speculativeness" as a new factor the Power Plant and Transmission Line Siting Committee must consider when issuing certificates of environmental compatibility for proposed transmission lines or power plants

Defines speculativeness based on the existence of "known offtakers" — specific buyers with legally binding, long-term contracts to purchase the future output of the proposed facility or any generating unit interconnected with a proposed transmission line

Exempts public service corporations and public power entities doing business in Arizona from the speculativeness requirement, as their existing customers automatically qualify as known offtakers without requiring specific buyer identification or contracts

Renumbers the existing provision regarding compliance with federal and state laws from paragraph 9 to paragraph 10 to accommodate the new speculativeness factor
