Creates a class 5 felony for unauthorized immigrants who possess a falsified commercial driver license in Arizona.

Requires peace officers to seize commercial motor vehicles for forfeiture when the driver is operating the vehicle at the time of the violation.

Mandates auction of seized vehicles if titled to the violator or to an employer who knowingly hired the unauthorized person, with employers also required to pay a civil penalty equal to the vehicle's fair market value.

Deposits all auction proceeds and civil penalties into the Arizona Highway User Revenue Fund.
