Exempts rural fire districts located in counties with populations under one million from mandatory workers' compensation coverage requirements under Arizona law.

Amends Arizona Revised Statutes section 23-902, which defines employers subject to workers' compensation requirements.

Rural fire districts in smaller counties would join domestic servants as the only categories of employers exempt from the state's workers' compensation system.

Exempted employers may still voluntarily opt into workers' compensation coverage by complying with commission provisions and rules.
