Expands mandatory groundwater pumping measurement and reporting requirements to nonexempt wells located outside of active management areas and irrigation non-expansion areas statewide

Requires persons withdrawing groundwater from newly covered nonexempt wells to use water measuring devices approved by the Arizona Department of Water Resources director and file annual reports by March 31 each year

Exempts small users from new requirements: those withdrawing 10 or fewer acre-feet annually for non-irrigation use, and irrigation users with 10 or fewer contiguous acres not part of an integrated farming operation exceeding 10 acres

Mandates annual reports include well registration number and location, quantity of groundwater withdrawn, fuel or electricity consumed by pumps, uses of the groundwater, and persons to whom water was delivered

Applies existing penalty structure for late annual reports: $25 per month delinquent, up to $150 maximum
