Prohibits the Arizona Department of Corrections from entering into inmate telephone service contracts that allow the department to receive revenue exceeding its reasonable operating costs for establishing and administering the service.

Bans specific contract provisions including commissions, profit sharing, percentage payments, up-front signing bonuses, and inflated rent payments related to inmate phone services.

Prohibits contracts that include technologies unrelated to actual telephone service as part of the compensation arrangement.

Adds new section 41-1604.21 to Arizona Revised Statutes governing state corrections department operations.
