Requires firefighters, emergency medical technicians, and hospital staff who receive abandoned newborns to contact private adoption agencies directly and inform them an infant has been left at their facility.

Adds new provisions requiring the Department of Child Safety to contact private adoption agencies on a rotating list when safe haven providers at fire stations or health care institutions cannot secure agency placement.

Private adoption agencies contacted by safe haven providers at fire stations or hospitals must take custody of the newborn within 24 hours after the hospital completes the physical examination if they have the ability and desire to do so.

Maintains the 48-hour deadline after which the Department of Child Safety must take custody if no private adoption agency accepts the infant.

Applies only to unharmed newborn infants who are 30 days of age or younger and not alleged to have been neglected or abused.
