Exempts areas designated as historic districts by municipalities or listed on the National Register of Historic Places from mandatory middle housing (duplex, triplex, fourplex, townhome) zoning requirements under Arizona's existing middle housing law.

Allows municipalities to permit middle housing in historic areas only if designs are compatible with historic character, scale, and setting of the surrounding neighborhood.

Authorizes municipalities to require middle housing in historic areas to comply with local historic preservation standards or the U.S. Secretary of the Interior's standards for treatment of historic properties.

Prohibits middle housing development on sites where a nationally registered or locally designated historic structure was demolished, unless demolition was certified as necessary due to public health, safety, or welfare dangers.

Declares the bill an emergency measure, making it operative immediately upon passage.
