Prohibits school district governing boards from purchasing school sites where charter schools or private schools are currently operating.

Prohibits school districts from entering into lease-purchase agreements to acquire school buildings or grounds where charter schools or private schools are operating.

Amends sections 15-341, 15-342, 15-491, and 15-789 of the Arizona Revised Statutes relating to school district powers and real estate transactions.

Applies the purchase and lease-purchase restrictions to both voter-authorized site purchases and purchases made from school property sale proceeds.
