Adds restrictions for two appointed members of the School Facilities Oversight Board: the registered professional architect and the registered professional engineer must have businesses that do not include school construction

Retains all other existing board membership requirements, including representatives from taxpayer organizations, school facilities management, private construction companies (already prohibited from school construction business), and the business community

Maintains the current board structure of seven voting members appointed by the governor, plus two advisory nonvoting members (superintendent of public instruction and director of the department of administration)

Includes a transition provision allowing current board members to serve until their terms expire, with new appointment restrictions applying only to subsequent appointments
