Requires all school district governing board meetings and subcommittee meetings to be held at a public facility within the school district

Requires school districts with more than 5,000 students to provide live video feeds of governing board meetings and maintain online video recordings for at least five years

Allows any governing board member to remove items from a consent agenda before voting, requiring separate discussion and vote on removed items

Removes existing language that previously allowed governing boards to meet at public facilities outside the district when no facility was available within district boundaries
